Updated 2/29/12:

There is a bill circulating the Senate that, if passed, will create tax credits for consumers that reduce their energy usage by at least 20%. The bill establishes a $2,000 base credit for the first 20% decrease with a $500 stepend for each 5% reduction thereafter. The credit will be capped at $5,000 or 30% of the qualified expenditures, whichever is the lesser amount.
Experts have estimated that this bill will create about 19,000 jobs through contracting, supply, and manufacturing while saving 1.7 billion kilowatthours and 18 trillion Btu of fuel by 2016. This is enough energy to power 375,000 homes!
No one is sure if Congress will pass the bill as it does not identify where the funding will come from, but the fact that energy saving bills are still being considered in Congress is a good sign. This shows that the national mindset toward energy efficiency is changing, becoming more important to the everyday consumer. End of 2/29/12 update.

Government is getting ready to Launch Florida Cash for Clunkers for A/C’s in August

MORE savings in August for Florida consumers!
Florida’s Cash for Clunker Appliances program soon will be: Rebates for clunker air conditioning systems.
State officials have recently approved a program that will give Floridians a flat fee rebate for new Energy Star-rated central air conditioning and air source heat pumps systems purchased before the end of the year.
  • The amount of the rebate is still to be determined.
  • Window or room air conditioning units will not be included.
  • Only residential home installations will be covered.
  • The state rebate can be combined with the $1500 federal energy tax credit available & the Rheem Consumer Cash Back Rebate
–– so get ready for August SAVINGS in Florida! ––
Trade in your clunker for a new Energy Star-rated air conditioning or air source heat pumps system make the purchase before the end of the year, said Brenda Buchan, the chief analyst with the Governor’s Energy Office who managed the Energy Star appliance rebates program.
Window or room air conditioning units will not be included, as these products were covered under the cash for appliance program.Buchan said Florida also is considering including Energy Star hot water heaters in the new program but a decision has not yet been reached. Only residential home installations will be covered.
An added bonus: The state rebate, which will be funded with federal energy stimulus money allocated to Florida, can be combined with the federal energy tax credit available to those who purchase central air conditioning systems. That credit – which is 30 percent of the price of the system with a maximum of $1,500 – will expire at the end of the year. For information on the federal tax credit, go to energystar.gov and put “federal tax credit” in the search field. South Florida homeowners also will be able to stack Florida Power & Light’s rebate, which fluctuates according to the price and efficiency of units purchased, on top of the state and federal givebacks. Between the three, it easily could be possible for consumers to get new systems for half the usual price, said Oscar Calleja, president of the South Florida Air Conditioning Contractors Association. “I should be a great, great program,” said Calleja, a partner with Florida Energy Raters in Margate. “I just wish we had more time.” There are no details yet on the air conditioner program. Buchan said they should be announced in early August. The program could begin as early as the end of that month, meaning units would need to be purchased from that date through year’s end. While the new offer probably will resemble cash for clunker appliances, Buchan said there will be no reservations or priority numbers required. The appliance program, which offered a 20 percent rebate on six types of new appliances, required consumers to first register for a priority number, to ensure there was enough funds to process all rebate applications in the pipeline. Floridians embraced the appliance-rebate program, which began on April 16; demand was so high that the program ran out of money within 48 hours. Buchan said about 4,000 of the more than 70,000 appliance rebate checks already have been sent but the bulk should begin arriving in mid-July. Buchan said the processing has taken longer than expected, as the state is auditing each application after it’s been processed by an independent contractor. But she expects the state will be able to give rebates to all 4,000 people who submitted applications without priority numbers or after the deadline and were placed on a waiting list. Step By Step Instructions

The State of Florida plans to distribute approximately $15 million on a first-come, first-served basis to Florida residents participating in the ENERGY STAR® Residential HVAC Rebate Program. Floridians can begin mailing in their applications after August 30, 2010. The program ends Friday, December 31, 2010, or when the funds are depleted. To qualify for this rebate, no purchase or installation may have occurred prior to August 30, 2010.

To help ensure that your ENERGY STAR heating and cooling system purchase qualifies for the $1,500 rebate, you should take the following steps:

1.Contact a licensed Florida HVAC installer:

a.Tell the installer you wish to purchase a new central air conditioner, air source heat pump, or geothermal heat pump that qualifies for the Federal Energy Tax Credits program. We strongly encourage you to verify on this website that the proposed unit does indeed meet the standards.
b.Also, tell the installer you wish to pursue Florida’s ENERGY STAR Residential HVAC rebate as well, which will involve inspecting and repairing your ducts before the duct test occurs.
c.Ask your installer to look at your duct system and tell you whether they think your duct system could pass the duct test and the level of repairs needed. If they tell you there is serious leakage, and you do not want to make those repairs, then this program is not for you.
d.Once you’ve decided on the new system to purchase and the sale and installation are complete, you need to receive the following from the Florida HVAC installer:

i.The price and payment receipt with the purchase date, make and model clearly identified along with the name and address of company performing the installation.
ii.A copy of the mechanical building permit issued by either your county or city
iii.The summary (first page) of the ACCA Manual J program which is used to determine the optimal sized unit for your home. With air conditioners, bigger is not always better.
2.Home Duct Repair: There is a high probability that your home duct system will need to be repaired in order to meet the requirement of no more than 15 percent leakage (0.10 Qn.out) outside your home. You can pay your installer to make the repairs, or you can do it yourself. The most common areas needing repair are:

a.The seal connecting the ducts to the unit (supply plenum)
b.The seal connecting the ducts to the return system (return plenum)
c.The seal between the vents and the ceiling
    d.Leaks in the ducting
In the past, the common method to seal ducts was with specialty tape. With Florida’s high humidity, tape loses its adhesion over time and leaks develop. Today, the common method to seal ducts is with tape covered by mastic. Another step that was not taken in the past was sealing the space between the air vents and the ceiling. If you have ceiling or canister lights, you may also be experiencing leakage there.
    3.Duct Test:

a.The following professionals may perform your duct test. You may find them in the yellow pages of the phone book, online, or ask your HVAC installer for a referral:
    i.A Florida Class 1 Rater
ii.A Florida licensed mechanical contractor that performs duct blaster and blower door tests, or
iii.A recognized test and balance agent (Note this is not the same as a business that cleans ducts.)
b.The price to hire this service will range from $300 to $500. However, for that price they will tell you not only the amount of leakage your duct system is experiencing, but also other sources of energy loss in your home that you may choose to address in the future.
c.The duct tester will schedule an appointment with you and perform the required tests. Thereafter, they will provide you with the results.
d.Be sure to get a copy of the Air Distribution System Test Report from the tester as you will not qualify for the rebate without it.
e.To qualify for this rebate your home must have no more than 15 percent leakage to the outside which is indicated on the Air Distribution System Test Report on line 5 with the score of 0.10 Qn.out or less.
f.If your home indicates greater leakage, it will not qualify.
g.If you must perform additional repairs and the duct tester has to return a second time, you will be charged the full amount for the second test. Therefore, it is recommended that your duct system is completely repaired before the first duct test is performed.
4.Mail in the Application and Required Forms. When all the work is complete:

a.Fill out the application and attach the following four forms:
i.A copy of the HVAC system price and payment receipt with the purchase date, make and model clearly identified
ii.A copy of the mechanical building permit issued by either your county or city
iii.A copy of the summary (first page) of the ACCA Manual J program
iv.A copy of the Air Distribution System Test Report
b.Mail the completed application and the attached four forms to:

    PO Box 130008
    El Paso, TX 88513
